Please carefully read these Terms and Conditions before agreeing to use Woori Merchant App.

If you do not understand or are unsure about any aspect of these Terms and Conditions, please contact Woori Bank (Cambodia) Plc. for assistance.

By pressing "Agree" you confirm that you have read, understood, and accepted these Terms and Conditions.

  1. Glossary
    1. Woori Merchant App” or “Woori Merchant Mobile App” is an application designed for both existing and new merchants of Woori Bank (Cambodia) Plc. It allows users to accept payments, track their daily business operations, view transactions, easily request QR codes to branches, manage their branches and cashiers, and monitor their Telegram groups all at their fingertips. Additionally, the app provides real-time notifications, secure transaction processing, and access to customer support.
    2. “Merchant Management System” is a system used to manage Woori’s merchant information, also known as the backend of the Woori Merchant App.
    3. “OTP” refers to a one-time password that is sent as an SMS from Woori Bank (Cambodia) Plc. to the merchant’s phone number during registration, signing up, and resetting PINs, among other actions. After receiving the OTP, the merchant is required to input the correct OTP into the app to proceed to the next step.
    4. “PIN” means a personal identification number created by the merchant to bind with Woori Merchant App for authenticating security changes or operations. It can also be changed or reset.
    5. “Biometric” refers to technical term for metrics related to human characteristics involving the application of statistical analysis to biological data​ (Fingerprint or Face scan).
    6. “Username” refers to a unique name created by the user or merchant to log in to the Woori Merchant App.
    7. “Eligible Savings Account(s) ” is/are the Savings Account(s) which the merchant has with Woori Bank (Cambodia) Plc. and are eligible to be linked as settlement account in order to utilized Woori Merchant App. The eligible savings accounts will be detail in article 2.
    8. “Account holder” refers to owner of an account.
    9. “KHQR” is a standardized QR code system in Cambodia, initiated by the National Bank of Cambodia (NBC). This KHQR will be generated through the Woori Merchant App, allowing for interoperable payments across different banks and financial institutions under the Bakong Service. With a single KHQR code, users can make payments through various payment service providers, making transactions more convenient and efficient.
    10. “NBC” refers to the National Bank of Cambodia.
    11. “Woori Bank”, “We” or “us” refers to Woori Bank (Cambodia) Plc.
    12. “You”, “your” and “Merchants” refer to merchants of Woori Bank (Cambodia) Plc.
  2. Eligible Savings Accounts
    1. You must be an account holder of at least one of the following account types: Hope Savings Account, Savings Account Plus, High Five Saving Account, or Quick Account, etc.
    2. Customers without any of the aforementioned account types cannot register for this application. Therefore, you may visit any Woori Bank branch to open one of these accounts, or you can register for Quick Account using Woori Bank Mobile Banking if you are a new customer.
  3. Features and Eligibilities
    1. You will be able to receive transactions via Woori Merchant App in both USD and KHR currencies.
    2. You will be able to generate KHQR from Woori Merchant App to accept payment from your customers.
    3. You are required to have a smartphone capable of downloading the Woori Merchant App from the App Store or Play Store, and an eligible phone number to register for this application.
    4. You are required to have an internet connection on your phone to use this application.
    5. We divided merchant app into two modes. One is for merchant user (owner) and another is for cashiers. Each mode will provide functionalities to the specific needs and responsibilities of the respective users.
  4. Securities
    1. Existing merchants are required to use their Username and PIN to sign into the application.
    2. New merchants are required to use their Account Number and phone number to register for the application.
    3. Merchants should update their PIN Code regularly to enhance security.
    4. You are also allowed to change or reset your PIN by yourself in Woori Merchant App with required information to complete the process in your own responsibility as any secured circumstance.
    5. All merchants must ensure their login credentials are kept confidential and not shared with unauthorized individuals including Woori Bank’s Staffs.
    6. You shall make sure to protect your Security Details and change them immediately.
    7. In case of any suspicious activity, merchants must immediately report it to the Woori Bank as soon as possible.
    8. Regular updates to the application should be installed to maintain security and functionality.
    9. Woori Bank shall revise and/or amend the security velocity limitation on Woori Merchant App without any priority notice.
    10. Woori Bank shall not be bound by or obliged to take any action on any instructions which do not properly comply with these Terms and Conditions and may reject such non-compliant instructions.
    11. After registration, Woori Bank will not contact you (or ask anyone to do so on our behalf) with a request to disclose your Security Details in full. In case you receive any such request from anyone, even if they are using our name and logo, it is likely to be fraudulent and you must not supply your Security Details to them under any circumstances and you shall immediately report any such request to Woori Bank.
    12. If your registered mobile phone number is changed for any reason, you shall visit Woori Bank’s nearest branch to notify us of the change as soon as possible.
  5. Limitation of Use
    1. Woori Merchant App can receive payments and view transactions scanned from Woori Mobile Banking as well as from other banks or financial institutions’ mobile banking services that are part of the Bakong network.
    2. Merchant users have full access to Woori Merchant App, whereas cashier users at each branch are limited to certain functions for security purposes.
    3. The transaction amount limit for the Woori Merchant App followed Bakong limitation.
    4. The app provides real-time notifications for all transactions to keep merchants updated.
  6. Fees and Charges
    1. Woori Merchant App is an application for Woori Bank’s Merchant, so fees and charges of this application is following to Merchant service fee charge.
    2. Registration for the Woori Merchant App is currently free of any charge.
    3. Woori Bank may, from time to time, impose separate or new fees and charges for the Woori Merchant App service by providing reasonable notice of such changes to you.
  7. Merchant’s Obligation and Restriction Activities
    1. Provide training to their new staffs to ensure they are clear about the payment service process with Woori Bank and provide other training as required by regulator if any.
    2. Provide support and facilitation to the clients of Woori Bank so as to receive successful payment.
    3. Display Woori Bank KHQR and any related materials in order to promote the advertisement activities of the payment service.
    4. Engage in the advertisement of promotional program on social media.
    5. Allow Woori Bank to use its logo/brand name with a purpose of making advertisement on social media including all branches of Woori Bank during the terms and conditions are in effect.
    6. Any change information or change in the business nature of your business, including selling any products or services not related to your current business, takes place, and/or close your business or becomes insolvent or bankrupt shall be informed to the Bank.
    7. Merchant are prohibited from adding any additional fees to any Transactions unless such fees have been previously approved in the Merchant Agreement. If you add any additional fees to any Transactions or reject the payment through scanning any type of Woori Bank KHQR code without proper reasons, merchant will be liable for penalties to be imposed by Woori Bank.
    8. Operate under online merchant or conduct ecommerce activities, merchant is required to provide E-commerce Permit or E-Commerce License for supplementary.
    9. Merchant shall not assist in illegal money lending, assist money laundering, engage in any business dealings involving with cryptocurrencies, gambling activities, fraudulent activities, or the sale of counterfeit or stolen items.
    10. Fully comply with the terms and conditions set out hereunder as mentioned detail in the bylaw of Woori Bank.
  8. Suspension or Termination
    1. Woori Bank may at any time, at its sole discretion, suspend or terminate your rights of access to any of the Woori Merchant App without prior notice:
      • when we have concerns about the security of the Woori Merchant App;
      • when we suspect that your Woori Merchant App has been used fraudulently or in an unauthorized way;
      • when you are deemed in breach of these Terms and Conditions; or
      • when we are required to do so by law, court order, or NBC;
      • when you have submitted false document or have declared false or untrue or inaccurate information during your application;
      • when you fail to provide any additional information which Woori Bank may request from you from time to time.
    2. We will terminate your rights of access to the Woori Merchant App should you cease to maintain any eligible linked account with Woori Bank or should your access to such account be restricted by Woori Bank or any other regulator for any ​specific reason.
    3. You may terminate your Woori Merchant App by visiting any Woori Bank branch office and completing the termination form.
    4. You acknowledge that suspension or termination will not affect your liability or obligations in respect of payment instructions you have confirmed in the App for Woori Bank to process for you.
  9. Force Majeure
    1. No party shall be liable for any failure to perform its obligations under this agreement if the failure results from a force majeure event.
    2. For purposes of this agreement, a force majeure event is an event which is beyond the reasonable control of Woori Bank such as a terrorist activity, war, fires, explosions, earthquake, subsidence, storms, floods, disease, epidemic, or health quarantines.
  10. Policy Privacy
    1. We will ensure that your privacy is protected by:
      1. committing ourselves to a general duty of confidentiality towards you, except in the following circumstances:
        1. where disclosure is compelled by law;
        2. where there is a duty to the public to disclose; and
        3.  where disclosure is made with your express or implied consent;
    2. treating all your personal information as private and confidential; and
    3. ceasing the use of your information for marketing purposes, or ceasing to contact you on an unsolicited basis, if you inform us that you object to these practices.
  1. Changes to Terms and Conditions
    1. Woori Bank, at its sole discretion, may change the charge fee(s), introduce new charge fee(s), and change, discontinue or add any of our Mobile Banking Service for any reason(s) with at least 30 days’ notice.
    2. In addition to changes in clause 10.1, Woori Bank, at its sole discretion, may also make any other changes to these Terms and Conditions for any reason(s). We may provide notice of the changes to you in a reasonable manner by written or electronic communications (including e-mail, telephone, SMS, notification in the App, display on our website, display at our branches, posting on our Facebook page, or advertisement on any social media app).
    3. After providing notice of the changes to you as noted above, you will be deemed to have received the notice. Any continued use of any of our Woori Merchant App after the notice, shall constitute your acceptance of and agreement to the change.
  2. Customer Feedback and Complaint Handling
    1. We deeply value your feedback regarding the Woori Merchant App, as it helps us enhance our services and ensure a better user experience. Your suggestions, compliments, or concerns can be shared by contacting through our Call Center at 023 963 333 or 081 331 333.
    2. If you have any complaint about our Woori Merchant App, or your mobile device is lost or stolen, or you believe or suspect that someone else knows your Security Details or has used or tried to use your account through our service, you must inform or notify Woori Bank immediately through the channels mentioned above.
  3. Dispute Resolutions
    1. If you believe that funds have been lost, or there is any error in transactions, we shall comply with Bakong Dispute Resolution Process.
    2. Woori Bank will not revoke and/or reverse any completed purchase transaction, regardless of the outcome of dispute settlement between merchants and their customer.
    3. Woori Bank is not responsible for disputes that come from:
      • errors in payment amount made due to your mistakes or errors;
      • your customers not getting their goods or services even though they paid;
      • you being unreachable;
      • wrong or fraudulent actions by you, or communication errors you cause in dealing with your customers or using Woori Bank Merchant.
  1. Anti-Money Laundering and Combating the Financing of Terrorism (AML/CFT) Obligations

To comply with our AML/CFT regulations, Woori Bank will closely monitor/review regarding to the merchant’s transaction. You may aware that:

    1. Transaction may be delayed, blocked, frozen where there is reasonable ground to believe that it is related to sanction or illicit transaction. In the event of any delayed, blocked or frozen whatsoever caused from sanction or illicit transaction, Woori Bank may not be liable any loss.
    2. From time to time, Woori Bank may inquiry more information related to merchant’s transaction for the compliance process
    3. Merchant shall not perform, engage in any transaction that may be in breach of applicable laws or sanctions.

15. Other Conditions

    1. Merchant must comply with Cambodian and International laws. In case Woori Bank found that you are involved in illegal activities and whatsoever against the laws, Woori Bank reserves rights to cease services with you with/without prior notice.
    2. All related merchant information of any Savings Accounts is kept confidential. However, Woori Bank reserves its full rights to reveal the information for regulation requirement and auditing purpose without prior notice.
    3. Woori Bank reserves its full rights to add, delete, change or amend the terms and conditions without prior notice.

  1. Declaration

By accepting these terms and conditions, you confirm the below:

    1. You confirm that all information provided during registration is accurate and up-to-date.
    2. You agree to be solely responsible for all such fees, limitations and restrictions.
    3. The application will not be used or involved for any illegal activity and/or money laundering, financing of terrorism and/or proliferation financing
    4. You consent to Woori Merchant App sending you notifications via Woori Merchant App, other third party messaging apps such as Telegram, and/or mobile text messages from time to time. If you do not wish to receive notifications, you may turn off these notifications through the device settings on your mobile phone.
    5. You acknowledge that the service provider (Woori Bank) is not liable for any losses or damages resulting from your use of the application.
    6. You consent to the collection, use, and sharing of your personal information as described in the privacy policy.
    7. The service provider reserves the rights to terminate your account if you violate any terms or conditions.
    8. If you choose not to accept these Terms and Conditions, please do not proceed further and immediately stop accessing and/or using Woori Merchant App.
